FOSTERING RENEWABLE ELECTRICITY MARKETS ACT

EXPLANATORY NOTES:
The purpose of this draft bill is to set up a new legal framework in order to promote cooperation in the development of Renewable Electricity Markets among the North American Countries. The Canadian Congress believes that the production of renewable electricity is vital not only for the environment, but also for the people of North America and their economies.
“Renewable electricity is derived from naturally regenerated energy resources such as the sun, wind, water, biomass and heat from the Earth’s interior”. The region of North America possesses a lot of these resources. Through the present resolution, the Federal Congress of Canada will propose the fair and efficient usage of these resources.
Considering the current environmental crisis, the intention of the present resolution fosters the creation of comprehensive laws that would assure access to renewable energy for future North American generation. As stated in the First Legislative Assembly of the Triumvirate in 2005, “In the future, the need for energy is expected to grow. However, the production of energy comes with an environmental cost. This impact on the environment can be of different degrees, depending on what type of energy is produced and on how it is produced”. Therefore this resolution promotes the institutionalized renewable energy use because of its lesser environmental costs
Reaffirming that energy must be produced in a way that respects both environmental standards and economic growth, the Congress of Canada propose the establishment of specific actions which will contribute to the promotion of renewable energy and benefit the environment.
This draft bill also proposes the establishment of a Commission, allowing the coordination and cooperation of the different provincial, state and federal government representatives. This Commission proposes the following goals:
To create a cooperation network between the policy areas interested industries, business and governmental institutions.
To provide education to the North American population in terms of renewable energy.
To promote investment and research.
To develop technology to make renewable energy markets more effective, efficient and affordable.
FOSTERING RENEWABLE ELECTRICITY MARKETS ACT
THE NATIONAL CONGRESS OF CANADA ENACTS AS FOLLOWS:
TITLE I
Cooperation to promote renewable energy and care for the environment
CHAPTER I
1. The object of this Act is to establish a network of government cooperation to ensure the development of renewable energy that affects the environment directly and positively.
The measures introduced by this Act are intended, more specifically, to promote collaboration and cooperation among the stakeholders and policy areas of Canada and hopefully the rest of the North American Countries, ensuring that the governments promote and look for the development of renewable energy.
2. In this act the terms “Policy Areas” refer to provincial, territorial and federal government and “Stakeholders” to all the industries and business interested in promoting, investing and developing renewable electricity markets.
3. In order to ensure cooperation between the stakeholders and the governments, the creation of a commission that enables dialogue between governments and stakeholders is required. Its purpose will be to regulate a better communication between the governments and stakeholders.
CHAPTER II
4. The establishment of a North American Renewable Energy Commission is proposing to foster the dialogue between the different policy areas and stakeholders of the North America region.
The purpose of this commission is to establish a favorable network of government representatives and stakeholders who will promote the fair utilization of natural resources all whilst respecting the environment. In order to achieve the above stated goals, the commission must be fully committed and responsible for the following:
(a) To create a collaboration network contemplating all policy areas and stakeholders. The duty of the commission is to foster the communication between the stakeholders and governments in order to create a collaboration network in which both parties benefit.
(b) To Educate the North American population in terms of renewable energy: initiate campaigns through environmental care institutions in the different countries of the region, promoting a social conscientiousness about the benefits of renewable energy and for future generations and the quality of life.
(c) Promote investment and research to improve the technology and reduce the cost of the renewable energy through the collaboration of the policy areas and the stakeholder, establish a fund dedicated to the research of technologies to make more effective, efficient and affordable this kind of energy.
TITLE II
ENVIRONMENTAL ISSUES AND EDUCATION
CHAPTER I
1. The over use of traditional electric energy has serious environmental consequences for the North American Countries. Therefore, regularization of traditional electricity production and its environmental effects is required.
2. Some of the regularizations needed are:
(a) The total amount of pollution created by traditional electricity plants in the generation of electricity must be reduced by 20% over the next 4 years.
(b) Electricity plants must have a program to improve efficiency and reduce pollution.
(c) Electricity plants must invest on the development of alternative forms to create electricity that is friendly to the environment.
(d) When an electricity plant does not fulfill the previous requirements, an economic sanction will apply. The government will determine the amount of the sanction.
CHAPTER II
3. In order to promote the use of renewable electricity in Canada and the rest of the North American Countries, education is important. The information given to the new generations must be complete and must offer new visions on the production of electricity that is friendly to the environment. This education will also promote the interest of people in environmental issues which will cause more people to use renewable electricity.
4. To allow education themes treated in article 3, reforms in the school programs are required.
5. To foster the use of renewable electricity among the new generations, the Congress of Canada proposes that schools use renewable electricity in order to teach its processes, functions and to familiarize students to its usage and advantages.
TITLE III
ECONOMICAL SUPPORT AND SUBSIDY
CHAPTER I
1. Taking into consideration the Article 1 of the Resolution on Energy adopted by the First Legislative Assembly of the Triumvirate in May 2005, the Congress of Canada will increase the reduction of subsidies and assistance given to the traditional forms of energy.
2. The government of Canada will increase the subsidies and assistance given to the non traditional forms of energy in order to promote its production and reduce its costs to the population.
3. The development of new technologies is needed in order to lower costs of production and to provide different alternatives in the generation of renewable electrical energy. For this reason, the Congress of Canada proposes economical support to promote investigation on the development of renewable electricity hoping this will benefit not only Canada, but also the rest of the North American Countries.
